CARTOGRAPHIC MODELING IN STRATEGIC PLANNING OF TERRITORIAL DEVELOPMENT

Abstract

The article examines the theoretical and methodological foundations and practical aspects of applying cartographic modeling in strategic planning of territorial development. It substantiates that a cartographic model should be considered not merely as a graphical representation of territory, but as a complex sign-informational and analytical system capable of integrating heterogeneous socio-economic, demographic, environmental, infrastructural, and institutional data within a unified spatial framework. The epistemological and functional dimensions of cartographic modeling are clarified, emphasizing its role as an instrument of spatial cognition and strategic assessment. The advantages of cartographic modeling as a tool for forming a comprehensive understanding of territorial systems, identifying spatial patterns of development, assessing disparities, and ensuring evidence-based managerial decision-making are determined. The role of a multi-criteria approach to the classification and evaluation of cartographic models is emphasized, allowing them to be viewed as interconnected elements of a coherent spatial analysis system that supports prioritization and substantiation of strategic choices. Particular attention is given to the principles of selecting and adapting models according to planning objectives, territorial scale, and the level of data availability. The functional potential of cartographic modeling at the main stages of strategic planning - diagnostics of current conditions and trends, formulation of strategic goals, scenario forecasting, implementation, and monitoring - is analyzed. Particular attention is paid to the scenario approach and the methodological algorithm for developing scenario-based cartographic models, grounded in the combination of spatial analysis, forecasting techniques, modeling procedures, and expert assessment. The importance of scenario visualization for planning under uncertainty and risk conditions is highlighted. It is argued that the integration of cartographic methods with geoinformation technologies enhances the analytical capacity of strategic planning, strengthens the spatial validity and transparency of strategic decisions, and increases the adaptability and resilience of development strategies under dynamic socio-economic transformations.
