IT BUSINESS DEVELOPMENT IN UKRAINE THROUGH THE LENS OF CORPORATE CULTURE FORMATION
Abstract
The article examines the historical development of the IT business in Ukraine, analyzing the symbiotic relationship between its evolutionary stages and the formation of a distinct corporate culture. The modern Ukrainian IT sector, a key export industry and a pillar of the national economy, is critical for post-war reconstruction. Its journey from Soviet-era scientific institutes to a global technological force demonstrates remarkable resilience. It has been profoundly shaped by successive challenges, including the 2008 financial crisis, the COVID-19 pandemic, and the full-scale military invasion, each acting as a catalyst for cultural and operational transformation. The research provides a detailed periodization of the industry’s growth, from the first small outsourcing firms of the early 1990s, which established a foundational, client-centric ethos, to the emergence of globally recognized product companies. This evolution was supported by key institutional factors, including a simplified tax system and more recently, the Diia City special legal framework designed to enhance competitiveness. This dynamic environment fostered a unique cultural hybrid, blending Western business standards – such as open communication, ethical practices, and agile methodologies, with national traits of ingenuity, emotional attachment to teams, and a high degree of adaptability. Early adaptive cultures, typical of startups, matured into more sophisticated clan and adhocracy types. This shift prioritized talent retention through continuous learning, comprehensive social packages, and the cultivation of soft skills and English proficiency to meet global market demands. The latest challenges have further accelerated this evolution, solidifying a focus on employee well-being and mental health support while giving rise to new, resilient segments like Defence Tech. Thus, this adaptable and people-centric corporate culture remains a core competitive advantage, creating significant opportunities for continued growth and reinforcing the sector’s vital role in the nation’s economic future and its integration into the global technological arena.
