ESSENCE AND GENERAL PRINCIPLES OF CONSTRUCTING KEY PERFORMANCE INDICATORS (KPI) OF PUBLIC INSTITUTIONS
Abstract
The article indicates that the reform of public administration bodies involves improving their activities. The construction and development of an effective public administration system should be considered through the prism of applying a process approach and the concept of results-oriented management. The issue of evaluating the activities of public institutions remains important, which allows us to more clearly identify markers of improving the functioning of the public administration system. In this regard, the composition of the connection between the activities of public bodies and their evaluation is shown. The origin of the concept of key performance indicators (KPIs) is described. The essence and content of KPIs are revealed, their components are described. Interpretations of KPIs by scientists and international documents are given, such as the Glossary of Key Terms in Evaluation and Results-Based Management for Sustainable Development (Second Edition). The connection of KPIs with the strategic goals of public institutions is demonstrated. The classification and levels of KPI measurement are presented. The general principles of constructing KPIs of public institutions are studied and the main trends in their use are mentioned. The need for the use of KPIs in the system of public bodies is substantiated. It is stated that the development and implementation of KPI systems for the activities of domestic public administration bodies is quite relevant today. The imperfection of the institutional environment in combination with the weakness of the national economy, caused by a number of exogenous and endogenous factors, requires systematic monitoring, evaluation and improvement of the efficiency of state organizations. KPIs are indicators that are implemented in the activities of a state institution in order to quantitatively and qualitatively assess the efficiency of its activities. The construction of a KPI system should be carried out taking into account a number of universal principles aimed at ensuring a comprehensive assessment of efficiency measurement, its simplicity and ease of interpretation of results.
