СПЕЦІАЛЬНІ ЕКОНОМІЧНІ ЗОНИ В ПІВДЕННІЙ КОРЕЇ ЯК ІНСТРУМЕНТ ПОВОЄННОГО ВІДНОВЛЕННЯ: ІНСТИТУЦІЙНИЙ ДОСВІД ДЛЯ УКРАЇНИ
Анотація
У статті здійснено комплексне дослідження еволюції розвитку спеціальних економічних зон (СЕЗ) Республіки Корея як ключового інструменту структурної трансформації національної економіки. На основі аналізу макроекономічних показників за 1953–2023 рр. виокремлено етапи розвитку СЕЗ у Південній Кореї: від експортно-виробничих анклавів до інноваційних кластерів глобального рівня. Визначено їх функціональну специфіку та досвід використання СЕЗ, а також варіанти його адаптації до реалій демократичної України. Авторами запропоновано концепцію використання зовнішніх інституційних якорів як функціональних еквівалентів політичної волі для забезпечення ефективності СЕЗ. Розроблено рекомендації щодо архітектури українських зон розвитку, які в умовах глобальної податкової реформи Pillar Two мають базуватися не на фіскальних пільгах, а на інституційній спроможності, верховенстві права та кластерній спеціалізації.
