GRD-ПАРАДИГМА ЯК ІННОВАЦІЙНА РАМКА ІНТЕГРАЦІЇ СТАЛОГО РОЗВИТКУ У СТРАТЕГІЇ ПОВОЄННОГО ВІДНОВЛЕННЯ УКРАЇНИ
Анотація
У статті обґрунтовано GRD (Green–Resilient–Digital)-парадигму як інноваційну інтеграційну рамку повоєнного відновлення України, та модернізації України, адаптовану до європейського вектора. Аргументується, що на відміну від класичних моделей сталого розвитку та GRID Світового банку, GRD долає обмеження класичної моделі сталого розвитку шляхом піднесення цифрової цифрової складової до рівня рівноправного системоутворюючого елемента. Показано, що GRD забезпечує взаємне підсилення трьох компонентів: «зелений» перехід стає економічно вигіднішим завдяки цифровій прозорості та зниженню корупційних ризиків; стійкість інфраструктури (resilience by design) гарантує надійність як відновлюваної енергетики, так і цифрових платформ; цифрова траса (DREAM, Дія, Diia.City) робить можливим реальний громадський та донорський контроль. На основі даних 2024–2025 рр. доведено активне впровадження GRD в Україні. GRD-парадигма позиціонується як стратегічний каркас, що узгоджується з Європейським зеленим курсом і Digital Compass, забезпечуючи не лише фізичне відновлення, а й довгострокову конкурентоспроможність і європейську інтеграцію України.
