STRATEGIZING POLICY OF POLAND AT THE LOCAL LEVEL (FOR EXAMPLE COMMUNES GREAT VILLAGE DISTRICT OF KRAKOW MALOPOLSKA PROVINCE)

Abstract

Purpose – to study of the strategic planning system in the Polish municipality, as well as the possibility of using this experience in the reform of regional policy of Ukraine in the context of decentralization. Methodology of research. The study used general scientific and special methods of knowledge such as analysis and synthesis – for an integrated approach to the study; induction and deduction -– to summarize the results and forming conclusions; comparison – in studying the possibility of using foreign experience. Findings. A study systems strategic planning documents in Poland on its lower level government (commune). Correlation Polish strategic documents at national, regional and local commune on the example of commune Great Village district of Krakow Malopolska province. In addition, the role of strategy commune in the implementation of development policy in Poland. Found that a clear and consistent framework strategic planning documents at all levels, methods of development and implementation of transparent financing system control and monitoring at the national, regional and local levels is a positive experience of Poland and may be indicative in reforming Ukraine’s regional policy in terms of decentralization. Originality of research results is the possibility of adapting the justification of strategic planning in the Polish commune with the terms of the national economy in terms of decentralization. Practical value. Results of the study can be recommended for implementation by the authorities in reforming Ukraine’s regional policy in terms of decentralization.
