ADAPTIVE DIAGNOSIS OF RESOURCE PROVISION FOR COMPETITIVENESS IN THE CONTEXT OF DIGITAL TRANSFORMATION

Abstract

This article sets out the conceptual foundations and methodological tools for the adaptive diagnosis of the resource base underpinning the competitiveness of national economies in the context of global digital transformation. The relevance of this research stems from the need to transform traditional resource factors into digital competitive advantages, which is critical for ensuring the resilience of economic systems in an unstable environment. The aim of the article is to develop and test an integrated approach to adaptive diagnostics, based on a combination of quantitative and qualitative parameters for assessing the level of technological maturity and the efficiency of resource potential utilisation. The proposed methodology is based on a three-dimensional system of indicators: a specialisation indicator (the share of ICT services in total exports), an innovation indicator, and a digital maturity indicator (the level of implementation of management systems, cloud technologies and Big Data analytics in the business environment). A comparative analysis has identified a profound structural imbalance in Ukraine’s economy. It has been established that, despite a high degree of specialisation, the level of digitalisation within the domestic real sector remains low. A gap has been identified in the digital intensity index compared with leading countries. It is argued that adaptive diagnostics at the national level should serve as a tool for identifying areas of technological gap, where a lack of innovative activity becomes a barrier to sustainable economic growth. This approach provides a methodological basis for adjusting strategic development plans, taking into account global trends in automation and the intellectualisation of capital. The practical significance of the results lies in the possibility of using the developed algorithm ‘resource diagnosis – risk forecasting – adjustment of the resource minimum’ to formulate digital resilience strategies. It is argued that digital transformation should become the foundation for the transition from a model of ‘forced adaptability’ to a model of proactive innovative development.
