TRANSFORMATION OF THE PERSONNEL POTENTIAL OF THE CUSTOMS AUTHORITIES OF UKRAINE AMID WAR AND EUROPEAN INTEGRATION: A COMPARATIVE-FUNCTIONAL ASPECT
Abstract
The article analyses the transformation of the personnel potential of Ukrainian customs authorities under the combined impact of full-scale war and European integration requirements. The dynamics of staffing levels of the State Customs Service of Ukraine for the period 2020–2024 are examined, revealing a contradictory trend: the overall reduction in authorized staffing level by 576 units occurred simultaneously with a 35 percent increase in central office staff, indicating a deliberate shift toward strengthening the centralized analytical and managerial functions at the expense of territorial units directly performing customs control at the border. The study identifies and introduces the phenomenon of “western personnel drift” – the forced redistribution of human resources toward the western border caused by the suspension of customs operations in combat zones and the closure of eastern and northern checkpoints. A comparative functional analysis of customs service models in Ukraine, Poland, and Romania reveals significant differences in personnel organization: Poland integrates fiscal and law enforcement functions within a single structure with a special legal status for officers, Romania promptly increased its customs staff by 324 positions in response to security challenges, while Ukraine reduced its overall staffing during the same period. The study identifies a significant gap between the effectiveness of inspections initiated by the automated risk management system and those initiated by customs officials based on individual risk assessment. This disparity is linked to insufficient adaptation of automated algorithms to wartime conditions and a deficit of qualified specialists for operating scanning equipment. The article deepens the scholarly understanding of the relationship between personnel potential and the effectiveness of digital risk management systems during wartime. It is concluded that the revision of staffing structures in accordance with actual cargo flow geography, systematic retraining of personnel, and consistent implementation of the new legislative framework are essential prerequisites for integrating Ukrainian customs into the European customs area.
