ILLICIT TURNOVER OF TABACCO PRODUCTS IN THE EU: CAUSES AND CONSEQUENCES
Abstract
Purpose. The generalize the problem of illicit turnover of tobacco products, distinguish the main causes and consequences of this delict. Methodology of research. In order to achieve this goal, the following methods are used in this article: induction and deduction, theoretical generalization – when considering scientific and reference sources on illicit trafficking in tobacco products; system analysis – when determine the depth of the problem of illegal circulation of cigarettes and a detailed study of its components (import, export, transportation, storage, trade in violation of the requirements of legislation governing these issues); hypothetically deductive – for distinguish the main causes and consequences of illicit trafficking in tobacco products and determine their significance in the investigation of this delict; abstract-logical – in formulate conclusions and suggestions. Findings. Some aspects of illicit turnover in tobacco products have been considered and analyzed. The importance of taking into account the results of researches of international organizations, monitoring, conducting independent surveys, exchange of information for determining the scale of the problem associated with such delict was substantiated. The main reasons and consequences of the illicit turnover of tobacco products were determined. Originality. It was grounded that the establishment of the causes and consequences of the problem of illegal turnover of tobacco products is an important factor in the construction of an effective system for preventing and counteracting the illicit circulation of tobacco products. Practical value. The main provisions of this study can be used in the process of developing a strategy and developing a program to prevent and counteract the illicit turnover of tobacco products.
