FINANCIAL CAPACITY OF TERRITORIAL COMMUNITIES AS A FOUNDATION FOR SUSTAINABLE POST-WAR RECOVERY OF UKRAINE
Abstract
The article examines the financial capacity of territorial communities as a fundamental basis for ensuring sustainable post-war recovery in Ukraine. Theoretical approaches to defining financial capacity are generalized, considering it as an integrated characteristic reflecting the ability of communities to generate, mobilize, and efficiently manage financial resources to perform their own and delegated functions. Particular attention is paid to the role of financial capacity as a key institutional and economic prerequisite for infrastructure reconstruction, provision of public services, and strengthening local economic resilience under post-war conditions. An empirical assessment of the financial capacity of 1,331 territorial communities based on a system of budgetary indicators was conducted. The results revealed significant interregional disparities in financial sustainability and demonstrated the dependence of financial capacity on the structure and stability of local revenue sources, the level of economic development, and institutional effectiveness of local self-government. It was found that communities with diversified revenue bases and higher levels of financial autonomy show greater readiness to implement recovery projects, attract investment, and co-finance development initiatives. The study also analyzes the impact of fiscal decentralization, intergovernmental transfers, international financial assistance, and investment mechanisms on strengthening local financial systems. Special attention is given to the role of international cooperation, digitalization, and institutional reforms in enhancing the financial resilience and governance capacity of territorial communities. The findings confirm that financially capable communities play a critical role in ensuring balanced regional development, reducing spatial inequalities, and supporting long-term economic, social, and environmental sustainability. Key directions for strengthening financial capacity are identified, including improving revenue mobilization, enhancing financial management, expanding investment opportunities, and ensuring transparency and accountability in the use of recovery funds. The results of the study may serve as a basis for improving public financial policy and developing effective mechanisms to support sustainable post-war recovery at the local level.
