STRATEGIC GUIDELINES FOR THE DEVELOPMENT OF STATE BANKS AND FINANCIAL COMPANIES DURING THE PERIOD OF MILITARY THREATS
Abstract
The article provides a comprehensive and conceptually grounded analysis of the strategic orientations for the development of state-owned banks and public financial companies in Ukraine under the conditions of full-scale war, which radically transform the configuration, functional priorities, regulatory environment, and resilience requirements of the national financial system. The study demonstrates that these institutions perform indispensable stabilising functions by ensuring liquidity support, maintaining payment infrastructure, safeguarding financial continuity, sustaining public confidence, and enabling the effective implementation of state social, defence, and economic programmes. Particular emphasis is placed on the multidimensional nature of wartime risks, including intensified credit and market turbulence, structural deterioration of asset portfolios, rising non-performing loans, cyber vulnerabilities, operational disruptions caused by infrastructure damage, population displacement, and fragmentation of financial channels. The article highlights the expanding strategic importance of state financial institutions in mobilising international financial assistance, implementing concessional lending tools, supporting enterprises affected by wartime shocks, and financing reconstruction projects in energy, transport, housing, and social infrastructure. The strategic guidelines formulated in the study include strengthening risk-management systems, expanding capital buffers, accelerating digital transformation, enhancing cybersecurity architecture, diversifying financial instruments, developing non-bank financing mechanisms, and aligning corporate governance practices with advanced international standards. It is argued that the effective implementation of these strategic directions will reinforce institutional resilience, reduce systemic vulnerabilities, and form a solid foundation for sustainable post-war recovery, economic renewal, and long-term competitiveness of Ukraine’s financial sector.
