FEATURES OF THE PRACTICAL IMPLEMENTATION OF THE SUSTAINABLE DEVELOPMENT CONCEPT OF TOURISM AND RECREATION IN UKRAINE: CURRENT ECONOMIC AND LEGAL CHALLENGES AND STRATEGIC PROSPECTS
Abstract
The article analyzes the current state of tourism and recreation development in Ukraine under the conditions of Russia’s full-scale war against Ukraine, and identifies promising ways for the practical implementation of the concept of sustainable development in this sector. Special attention is paid to assessing the impact of military actions on tourism and recreational infrastructure, natural resources, and tourist flows, which includes the destruction of facilities, restricted access to territories, degradation of natural and recreational resources, and a significant reduction in tourist activity. The current legislation in the field of tourism and recreation is analyzed, and the main economic and legal problems complicating the implementation of sustainable development principles are identified, including imperfect regulation of tourism and recreational activities, lack of clear sustainability standards, absence of monitoring systems for anthropogenic pressure on natural and cultural sites, as well as limited opportunities for local communities to participate in planning and managing tourism and recreational resources. It is emphasized that the recovery and development of the tourism and recreation sector in the post-war period require a comprehensive and systemic approach that combines social, economic, environmental, and legal aspects. Particularly important are the modernization of legislation in accordance with international standards and best EU practices, the development of mechanisms for certifying environmentally responsible activities, infrastructure modernization through the implementation of energy-efficient technologies, waste sorting and recycling, and the use of renewable energy sources. Equally important is the development of digital technologies in tourism and recreation. Attention is drawn to the need for active involvement of local communities in the planning and management of tourism and recreational resources, ensuring socio-economic benefits from tourism development, supporting small and medium-sized enterprises, and promoting rural, ecological, and cultural-educational tourism. The potential for public-private partnerships to stimulate investment in the tourism and recreation sector, develop national parks, eco-trails, and tourist clusters is also considered. Strategic directions for the development of tourism and recreation in Ukraine are outlined, capable of ensuring the formation of a competitive, environmentally responsible, and socially oriented tourism and recreation sector that aligns with the principles of sustainable development. The importance of harmonizing economic, social, and environmental interests is emphasized to ensure the long-term sustainability of the industry, increase the attractiveness of tourism and recreational destinations, restore natural and cultural-educational resources, and form a positive international image of Ukraine.
