MECHANISMS FOR ENSURING SUSTAINABLE DEVELOPMENT OF HUMAN CAPITAL IN REGIONAL SYSTEMS: INSTITUTIONAL AND DIGITAL TRANSFORMATION
Abstract
The article examines the theoretical and methodological principles and practical aspects of ensuring the sustainable development of human capital in regional socio-economic systems operating in conditions of increasing economic turbulence and deepening digital transformations. The author substantiates that human capital is a key resource of regional competitiveness, and its quality and dynamics of reproduction largely determine the ability of regions to adapt to structural changes. The article examines current trends in human capital development, including the digitalization of the labor market, the growing role of innovative competencies, and the increasing influence of demographic and migration factors on regional systems. Another thematic block of the article is devoted to the analysis of institutional, economic, and information and communication mechanisms of governance that form the basis of human capital management at the regional level. Key dysfunctions of existing models are identified, in particular, fragmentation of management processes, limited financial support instruments, low level of involvement of the business environment in the joint formation of competence needs and insufficient digitalization of communications between stakeholders. It is shown that for the effective development of human capital, regions need to transition to network governance, which involves partnership interaction between authorities, business, educational institutions and the civil sector on the principles of openness, coordination and shared responsibility. In the third part, a conceptual model of institutional and digital transformation of mechanisms for ensuring sustainable human capital development is proposed. It involves the creation of regional councils for human capital development, the formation of regional funds for financing competence development, as well as the implementation of the "Smart-Kadry" digital platform for forecasting labor market needs and monitoring imbalances. It is proven that the integration of institutional reforms, digital analytical tools and public-private partnership mechanisms allows to significantly increase the resilience of regional systems, reduce information gaps and ensure that training of personnel corresponds to the real needs of the economy. The proposed model can be the basis for the formation of a modern regional policy of human capital development and further empirical research.
