EFFECTIVENESS OF MECHANISMS FOR STATE STIMULATION OF SMALL ENTREPRENEURSHIP DEVELOPMENT IN RURAL COUNTRIES
Abstract
The article is devoted to a thorough analysis of the effectiveness of state mechanisms for stimulating the development of small business in rural areas, which is a key factor in socio-economic stability, employment and diversification of local economies. The paper systematizes theoretical and methodological approaches to state support for small business, in particular, defines its content, functions and role in ensuring the sustainable development of rural areas. Particular attention is paid to the specific conditions for the functioning of small business in rural areas, which are characterized by low market density, limited access to financial and information resources, insufficient infrastructure development and a high level of socio-economic risks. The study identified key problems and barriers to the development of small business in rural areas, including institutional instability, the complexity of regulatory procedures, insufficient availability of credit and investment resources, as well as weak integration of rural entrepreneurs into modern market and logistics networks. Based on a critical analysis of scientific developments and current state programs, state incentive instruments are considered, including financial and credit mechanisms, tax preferences, grant support programs, development of institutional infrastructure, and initiatives for the digitalization of management processes. The importance of adapting these instruments to the needs of rural areas, taking into account their spatial, demographic, and economic specifics, is emphasized. The effectiveness of current state incentive mechanisms is assessed based on an analysis of their impact on the level of business activity, employment, investment attractiveness, and innovative capacity of rural small enterprises. It was found that the effectiveness of state policy largely depends on the coherence of institutional solutions, the availability of financial resources, decentralization processes, and the level of intersectoral interaction. The article formulates strategic directions for increasing the effectiveness of state incentives, including: optimizing financial support mechanisms and expanding access to investment resources; strengthening the institutional capacity of state and regional structures; Deepening the integration of innovative and digital solutions into the small business support system; developing partnership models "state-business-community" that ensure resource synergy and contribute to the sustainable development of rural areas.
