DIGITAL TRANSFORMATION OF FREIGHT LOGISTICS MANAGEMENT IN UKRAINE: INSTITUTIONAL CHALLENGES AND EUROPEAN INTEGRATION PERSPECTIVES
Abstract
The Ukrainian freight transportation market has undergone profound structural changes under the pressure of military aggression, which, despite significant logistical losses such as sharp declines in road and rail volumes and the near suspension of pipeline transport, has simultaneously become a catalyst for systemic modernization. The sector shows exceptional adaptability through flexible supply-chain models, rapid route diversification toward western borders, accelerated digital transformation, and active cooperation with international partners. The analysis, based on 2018–2024 statistical data and supported by systemic, comparative, and SWOT methodologies, confirms the sector’s resilience and capacity for renewal under crisis conditions. European integration processes play a decisive role in recovery and modernization. Harmonization with the Trans-European Transport Network (TEN-T) establishes institutional and financial prerequisites for infrastructure renewal, legal convergence with EU standards, and large-scale investment inflows from the EBRD, World Bank, and other partners. Comparative insights from Israel – operating under continuous security risks – highlight the value of AI-driven predictive analytics, robust military-civilian logistics coordination, and the protection of critical infrastructure, forming a decentralized yet adaptive “just-in-case” logistics model aimed at resilience and flexibility. The implementation of advanced technologies such as Intelligent Transport Systems (ITS), IoT tracking, drones, and mandatory e-Waybills (e-TTN) is vital for mitigating war-related disruptions and improving transparency. Ukraine’s freight logistics possesses high modernization potential, achievable through coordinated efforts of government, business, and international donors. Priority investment in infrastructure restoration, accelerated digitalization, multimodal transport, and deep integration into the European logistics ecosystem will ensure a sustainable, innovation-oriented, and resilience-based development trajectory.
