MUNICIPAL MANAGEMENT OF ENTERPRISE RELOCATION IN WAR CONDITIONS: THE EXPERIENCE OF TRANSCARPATHIA
Abstract
The article is devoted to a comprehensive study of the problems of enterprises relocation in crisis and wartime conditions using the example of the Transcarpathian region. The authors have studied four key factors that determine the effectiveness of relocation: infrastructure, bureaucracy, human resources and financial support. Infrastructure problems include insufficient capacity of energy and water supply networks, limited transport accessibility and non-compliance of production areas with modern technological requirements. Bureaucratic barriers are manifested in delays in registering enterprises, coordinating projects for reconstruction of premises, connecting to communications and fulfilling technical conditions, which is especially critical in wartime due to limited government resources and additional security checks. Particular attention has been paid to the problems of personnel relocation and adaptation. More than 40% of relocated enterprises note a shortage of qualified personnel in new regions. Staff and their family members often face stress, lack of housing, limited access to medical and educational services, which increases the risks of staff turnover and reduced productivity. The need for organizing internal training programs, advanced training and psychological support for staff has been separately considered. It has been noted that financial aspects include limited access of relocated enterprises to grants, preferential loans and state support, which complicates the resumption of production, modernization of equipment and integration of enterprises into local economic chains. The effectiveness of municipal programs, such as the state program "eWork", has been studied. The results of research by Ukrainian and foreign scientists on the relocation of enterprises have been summarized, and insufficiently studied problems have been highlighted: comprehensive social adaptation of personnel, integration of financial, infrastructure and human resources, flexibility of production areas and digitalization of bureaucratic processes. The authors emphasize that successful relocation in wartime conditions requires a comprehensive approach at the municipal level, which combines the modernization of production areas, optimization of bureaucratic procedures, financial support and personnel integration; they emphasize the need to create a scientific and practical basis for developing recommendations for increasing the economic stability of regions, effective integration of relocated enterprises and ensuring the continuity of production processes in crisis and wartime conditions.
