ANALYSIS OF RISKS AND BARRIERS FOR BUSINESS IN THE CONTEXT OF OUTSOURCING
Abstract
The article reveals the essence of outsourcing. The distinction between capital outsourcing and contract outsourcing is established, with the latter taking a leading position in global business models due to its flexibility and adaptability. The stable dominance of IT outsourcing in Ukraine is emphasized, driven by high demand for digital solutions and integration into global value chains. It is stated that the volume of programming services increased from UAH 67.8 billion in 2021 to UAH 86.1 billion in 2024, and in the first half of 2025 exceeded UAH 58.4 billion. The dynamics of data processing and cloud technologies are identified, showing high sensitivity to global shifts in demand. It is noted that consulting outsourcing remains stable and reached UAH 7.1 billion in 2024, reflecting the business demand for management consulting. The vulnerability of personnel outsourcing is disclosed, as it experienced a significant decline after peaking in 2021. It is established that office services demonstrate a long-term growth trend driven by the spread of flexible office formats. The main risks are identified: loss of control, data leakage, staff reduction, and excessive dependence on external contractors. Particular attention is drawn to the significant impact of political instability, military factors, and the migration of IT specialists, which create additional barriers to the development of the industry. It is determined that staff training and regular analysis of outsourcing outcomes reduce risks and contribute to improving the quality of management processes. It is stressed that the development of the global outsourcing market creates new opportunities for Ukraine provided that risks are managed systematically. It is underlined that combining external resources with investments in domestic human capital constitutes a pathway to long-term business resilience. The results obtained allow us to conclude that overcoming the identified barriers is possible under the conditions of introducing multi-channel cooperation models, concluding detailed regulated agreements, and developing monitoring and control systems. In addition, an important factor in reducing risks is the combination of attracting external resources with investments in the human resources of enterprises.
