DEVELOPMENT OF SOCIAL INSURANCE AND SOCIAL SECURITY SYSTEM IN UKRAINE
Abstract
The article is devoted to a comprehensive analysis of the development of the social insurance and social security system in Ukraine, covering historical prerequisites and modern challenges. The evolution of social protection concepts from elements of charity in Kyivan Rus to the centralized Soviet model and its transformation after independence is considered. The main attention is focused on the formation of the modern system in the 1990s, its first legislative initiatives and the problems of fragmentation. The reforms of the 2000s are studied, in particular the pension reform of 2003 and attempts to introduce a funded level, as well as the challenges of modernity that arose as a result of global crises, armed aggression and the COVID-19 pandemic. The key areas of development of the last decade are highlighted, in particular the introduction of the Unified Social Contribution (USC) and the digitalization of social services through the portal "Diya". The article analyzes current problems, such as financial deficits, low levels of payments, and the impact of a full-scale invasion, which significantly increased the burden on the social protection system. The article also outlines promising areas for development, including deepening pension reform, de-shadowing of the economy, strengthening the targeting of social assistance, the development of non-state insurance, further digitalization, and integration into the European social space. Particular emphasis is placed on the need for social support for veterans and victims of war to ensure decent post-war recovery and adaptation. Additionally, the impact of demographic changes and migration processes on the stability and functioning of the system, as well as the need to enhance transparency and efficiency of management, is examined. In general, the article emphasizes that the development of social protection in Ukraine is a dynamic process that requires constant adaptation to changing conditions and consolidated efforts to build a sustainable, fair, and effective system that meets European standards and the needs of Ukrainian citizens.
