THE IMPACT OF DIGITAL MODERNIZATION ON INNOVATIVE DEVELOPMENT AND THE QUALITY OF FUNCTIONING OF CIVIL SOCIETY INSTITUTIONS

Abstract

The qualitative development of public organizations is one of the important components in the times of economic reconstruction of Ukraine. Digital transformation, inclusive development, innovation, and socialization are the factors that accelerate the innovative development of civil society institutions. The purpose of the article is to analyze the dynamics of changes in the Civil Society Organizations Sustainability Index in Ukraine in terms of the indicators “Legal Environment”, “Financial Sustainability”, “Public Image”, “Service Provision”, “Sectoral Infrastructure”, “Advocacy”, and “Organizational Capacity” for 2018–2023. To achieve the specified goal, the work used methods of induction and deduction, grouping, analysis, comparison, generalization, which allowed for a comprehensive study of scientific achievements on the issues of digital modernization of public organizations. The article substantiates that communication and constructive dialogue improve the quality of work of public organizations and are an important component for the high-quality functioning of public organizations. It’s noted that the impact of digital modernization on the innovative development of civil society institutions is powerful and determines the quality of their functioning in the context of the implementation of the Sustainable Development Goals. The authors emphasize that itʼs still worth remembering about the innovativeness and ability to produce and apply innovations by civil society. Itʼs argued that modern digital standards change the content and rules of functioning of civil society institutions. A thorough analysis of the indicators of the Civil Society Organizations Sustainability Index in Ukraine in 2023 was conducted and it was noted that the best Civil Society Organizations sustainability index in 2023 was for the “Financial Viability” subindex of 3.8 points, and the lowest was observed for “Advocacy” (2.2 points). Scientists are of the opinion that the introduction of “green” and breakthrough innovations by civil society institutions accelerates digital transformation in these organizations along the processes. It’s noted that there is a need to strengthen existing organizational capacity by introducing digital technologies into e-infrastructure; to develop support tools for public organizations that have made a decision to carry out digital modernization.
