THE FINANCIAL SYSTEM OF UKRAINE IN THE CONTEXT OF MODERN CHALLENGES
Abstract
In order to develop effective strategic decisions on modernisation and adaptation of Ukraine's financial system to modern challenges, it is methodologically sound to conduct a comparative analysis of the national financial architecture with the financial systems of countries with relevant experience of functioning in the context of military conflicts and geopolitical turbulence. Such an analytical approach will help identify optimal trajectories for transforming Ukraine's financial and economic mechanisms, determine priority areas for structural reforms, and formulate a set of instrumental solutions aimed at enhancing the resilience of the financial system in the face of multifactorial crises. In the context of the war, the financial architecture of the state is undergoing a fundamental transformation aimed at ensuring its adaptability to extreme exogenous shocks and preserving its functional capacity. The article examines the transformation processes in the financial system of Ukraine in the context of current challenges caused by a full-scale war, geopolitical instability and global economic changes. The structure of the financial system as a multi-component institutional and functional structure that ensures macroeconomic stability of the state and effective implementation of financial and economic policy is revealed. The author emphasises the destructive impact of the war on key segments of the financial system, in particular the budget, banking, tax and debt subsystems, while emphasising the high level of adaptability and prompt response of state institutions. The study analyses stabilisation tools such as currency regulation, support for bank liquidity, mobilisation of domestic resources through military bonds, and attraction of international financial assistance. The author emphasises the importance of institutional modernisation, digital transformation and strategic planning to strengthen the resilience of the financial system in the face of multi-vector threats. The article proposes a comparative analytical approach to identifying effective directions for reforming Ukraine's financial architecture, taking into account the experience of other countries in crisis conditions.
