INTEGRATING SUSTAINABLE DEVELOPMENT GOALS INTO THE STATE'S BUDGET POLICY IN THE CONTEXT OF ENSURING FINANCIAL SECURITY
Abstract
The article reveals the theoretical and methodological principles of integrating sustainable development goals into the state's budget policy in the context of aggravating fiscal, socio-economic and security risks. It is substantiated that in the modern global context, the budget not only performs the function of fiscal regulation but also acts as a strategic tool for implementing long-term development priorities, in particular the Sustainable Development Goals (SDGs), defined by the UN by 2030. The paper determines that the financial security of the state encompasses not only the stability of macro-financial parameters, but also the ability of the budget to guarantee the implementation of strategic tasks of sustainable development. It is proven that the integration of the SDGs into the budget system allows for increased cost efficiency, improved transparency and effectiveness of financial decisions, ensuring the sustainability of public finances and reducing vulnerability to external and internal threats. At the same time, in Ukraine, the process of integrating sustainable development goals into budget policy remains fragmented. The main barriers are lack of target budget classification, underdevelopment of budget sustainability indicators, weak coherence of budget programs with national development goals, imperfection of mechanisms for monitoring the impact of financing on socio-economic results. The article assesses the current state of SDGs in the budget process of Ukraine, identifies structural problems associated with the short-term orientation of budget policy, the predominance of crisis solutions, and low efficiency of using public funds in a strategic dimension. It is substantiated that such a situation increases fiscal risks and reduces the adaptability of the budget system to the challenges of sustainable development. Emphasis is placed on the need to implement institutional and financial mechanisms capable of ensuring a balance between current budget needs and long-term commitments to achieve sustainable development goals. As a result of the analysis, a list of priority instruments for integrating the SDGs into the state's budget policy was formulated, which include: the implementation of a program-targeted approach, adaptation of budget classification to sustainable development goals, creation of a system of public finance sustainability indicators, development of digital monitoring and reporting platforms, as well as the attraction of innovative forms of financing - in particular, green and socially oriented.
