THE ROLE OF DIGITALIZATION IN UKRAINE'S ECONOMIC RECOVERY STRATEGY
Abstract
The article examines the conceptual foundations of a state's economic recovery strategy in a post-crisis period with a focus on the role of digitalization as a determining factor in economic transformation. The authors view the recovery process not only as a reproduction of destroyed resources, but also as an opportunity for deep structural modernization and increased economic resilience. The theoretical basis of the analysis is based on the provisions of institutionalism, regionalism, strategic management, and the concept of sustainable development. The paper pays special attention to modern approaches to public administration in the context of post-crisis challenges, as well as to the role of digital technologies in ensuring transparency and efficiency of the implementation of reconstruction measures. The author summarizes the Ukrainian regulatory framework in the field of regional development and recovery, in particular, the provisions of the State Strategy for Regional Development for 2021-2027, the National Recovery Program of Ukraine, and the Recovery Plan presented at the international level. The paper emphasizes the need to create a single digital platform for monitoring the use of international assistance and the implementation of recovery projects. The state and dynamics of the development of Ukraine's IT sector, which demonstrates high financial stability in the face of war and remains a leading export-oriented industry, are considered. The importance of digitalization for small and medium-sized businesses as a mechanism for reducing transaction costs, expanding market opportunities and creating an innovative environment is substantiated. The main advantages of digital solutions in management systems are identified, in particular, increasing adaptability, responsiveness, quality of decisions and reducing the influence of the human factor. It is concluded that digitalization is a critical element of post-war reconstruction and a prerequisite for sustainable economic growth in the context of resource constraints and global competition.
