CHALLENGES OF THE EUROPEAN CIRCULAR BIOECONOMY IMPLEMENTATION: LESSONS FOR UKRAINE

Abstract

The formation of the circular bioeconomy concept is a key tool for achieving sustainable development, contributing to the efficient use of bioresources, minimizing waste, and improving environmental safety. Therefore, the study on the identification of challenges and prospects for implementing the circular bioeconomy, taking into account the European experience, is relevant and has significant applied value for the sustainable development of Ukraine. The article analyzes the EU legal framework for the bioeconomy sector and identifies the main directives and regulations that define standards for eco-design, biological waste management, use of renewable resources, and mechanisms for environmental labeling of bioproducts. The main obstacles to the development of the circular bioeconomy in Ukraine are identified, including insufficient regulatory coherence, lack of an effective certification system, and low awareness of producers and consumers of the requirements for bioproducts. A conceptual model of harmonization of the national labeling system with European standards is proposed, which will help to expand export opportunities for Ukrainian producers, increase competitiveness and attractiveness for investors. The practical significance of the obtained results lies in the formation of specific recommendations for the adaptation of the European experience to Ukrainian realities, in particular, the need to develop legislative initiatives on the national certification system for bioproducts, create a national logo for the labeling of ecological products, and expand mechanisms of state support for enterprises implementing circular business models. It is noted that Ukraine’s integration into the European bio-economic space requires the adaptation of national legislation and the promotion of a culture of environmentally responsible production and consumption. The introduction of an effective certification and labeling system will increase market transparency, protect bona fide producers from unfair competition, and strengthen consumer confidence in bioproducts.
