THE ROLE OF GOVERNMENT POLICY IN SUPPORTING SUSTAINABLE CONSTRUCTION DEVELOPMENT: MACROECONOMIC APPROACHES AND FINANCIAL INSTRUMENTS
Abstract
The article highlights the role of state policy in ensuring sustainable development of construction through the use of macroeconomic approaches and financial instruments. It is noted that an effective public policy is a key factor in ensuring the sustainable development of the construction industry, as it determines the conditions for combining economic, environmental and social interests. It is emphasized that the use of macroeconomic approaches allows optimizing regulatory mechanisms that promote the development of “green” technologies and rational use of resources. It is noted that the use of financial instruments, such as tax incentives, subsidies and public-private partnership programs, is an important element in stimulating investment in environmentally friendly construction, reducing the cost of energy-efficient solutions and the availability of environmental technologies for construction companies and consumers, which allows creating conditions for the development of the construction sector as the basis of a sustainable economic model. The article analyzes the dynamics of public expenditures on construction, which demonstrates their important role in the implementation of infrastructure projects and the maintenance of environmental standards. It is emphasized that despite the fluctuations in funding due to economic and political changes, including the war, it is extremely important to diversify funding sources by attracting international investment and strengthening public-private partnerships, which is necessary to overcome the consequences of crises and ensure the sustainable development of the construction industry in the context of the country's post-war recovery. The article analyzes the indicators of construction activity in Ukraine, which demonstrate significant fluctuations, in particular, a decrease in the share of construction in the gross domestic product, a decrease in the number of operating entities and employees in the industry, which indicate a crisis in the sector. Changes in the dynamics of public spending on construction also reveal the need for strategic changes in public policy.
