TRENDS AND CHARACTERISTICS OF INTERNATIONAL MIGRATION IN UKRAINE
Abstract
The aim of the study is to examine the main trends and specific characteristics of external migration in Ukraine and to assess the socio-demographic and economic consequences of migration. The study analyzes and systematized the main factors, structural features, and spatial patterns of cross-border population movements, as well as the transformation of migration flows over the period 2014–2025. Special attention is paid to the interaction between emigration and immigration, the role of economic, social, security-related, political, and institutional determinants, and the impact of these processes on the demographic and labor potential of the country. The study shows that during 2014–2021 Ukraine’s external migration was relatively moderate and generally balanced, with immigration exceeding emigration and a positive migration balance maintained throughout the period. The COVID-19 pandemic temporarily restricted mobility and reduced migration intensity. The onset of the full-scale war in 2022 fundamentally changed the nature of external migration. The dominant trend became forced displacement abroad, primarily to EU countries, where Ukrainians received temporary protection. The analysis of available statistical data confirms that the largest concentration of Ukrainian refugees was recorded in Germany, Poland, and the Czech Republic, while increasing numbers were also observed in Spain, Romania, Ireland, Finland, Belgium, and several other European states. This distribution reflects both geographic proximity and established migration ties. The research also highlights major changes in the socio-demographic structure of migrants. The war has intensified the departure of women, children, and older persons, while restrictions on the mobility of men of conscription age have reshaped the gender balance of migration flows. In addition, the high share of highly educated and professionally skilled migrants indicates growing risks of brain drain and long-term human capital loss. In general, the study proves that external migration has become one of the key challenges for Ukraine’s demographic security, labor market stability, and post-war recovery. The findings may be used to improve migration policy, assess demographic risks, and develop strategies for preserving and restoring the country’s human capital.
