METHODOLOGICAL BASES FOR THE DEVELOPMENT OF FOOD POLICY TO GUARANTEE THE ECONOMIC SECURITY OF THE COUNTRY

Abstract

The article examines the methodological foundations for the development of food policy aimed at ensuring the economic security of the country. The main factors influencing the formation of an effective food policy are analyzed, and critical problems that hinder its development are identified. The place of food security in the structure of economic security of the state is analyzed. Such methodological approaches to the development of food policy as the system approach, the scenario approach, and the institutional approach are studied. The essence and relationship of the concepts of «food security» and «economic security» are analyzed. The article defines the main stages of formation of food policy, including: comprehensive analysis of the current state of the food market, identification and assessment of potential threats to economic security, as well as development of mechanisms for implementing food policy. It was emphasized that one of the directions for improving the mechanism of state regulation of national food security is the wide implementation of indicative regulation, which involves the transition from strict directive management to recommendatory, advisory and consultative regulation of this area of the economy based on a set of indicators that must be maintained within certain limits. It is indicated that the methodology for the development of innovations in the food industry, aimed at improving the quality of products, increasing their competitiveness on the market and reducing losses during storage and transportation, is important. Food security occupies a central place in the system of economic security of the state and is an important component of its sovereignty. Technological progress opens up new opportunities for increasing production efficiency and ensuring food security. This includes the development of biotechnology, automation and digitization of the agricultural sector. The need to apply a comprehensive methodological approach, which provides for the improvement of the regulatory framework, the introduction of effective instruments of State support for the agricultural sector and the development of market infrastructure, is emphasized.
