THE INFLUENCE OF THE GLOBAL GOALS OF SUSTAINABLE DEVELOPMENT ON THE FORMATION OF THE INSTITUTIONAL SECURITY OF REGIONAL AND NATIONAL POLICY

Abstract

The article examines the impact of global goals of sustainable development on the formation of the institutional structure of state and regional policy. According to the level of competence, powers, and functionality of the tools, the Global Sustainable Development Goals can be integrated into both national and regional economic policies. Strategic analysis of sustainable development institutions at the level of the state and regions in Ukraine should include an assessment of existing strategies, determination of their direction, goals, objectives, as well as identification of institutions responsible for their implementation and monitoring; study of the structure and functioning of institutions responsible for the implementation of sustainable development strategies; determining the strengths and weaknesses of institutions, their capabilities and limitations for the implementation of sustainable development tasks. The main purpose of strategic analysis is to determine the key courses of action to achieve the goals of sustainable development, which may include the development of new policies, programs and projects, reforming existing institutions, changing legislation, as well as monitoring and evaluating the implementation of sustainable development strategies, which allows timely identification of problems and implementation adjusting the strategy of sustainable development of regions in accordance with needs and conditions. For the realization of the set goals, regardless of the level of their implementation, it is important to attract financial resources, in particular, the formation of investment projects. The result of the work on the formation and implementation of investment projects based on the concept of sustainable development will be the consideration of ecological, social and economic factors for the balanced development of the regions, restoration of their potential in the post-war period. According to the previously conducted assessment areas, the institutional foundations of the implementation of the goals of sustainable development into the national economic policy have been identified. based on the national model of the reconstruction of our country, taking into account the implementation of the Global Sustainable Development Goals, a comprehensive mechanism for investment support for the sustainable development of regions should be formed, which includes the inclusiveness of economic development, strong and self-sufficient regions and communities, a high level of competitiveness of industry, which is based on innovative principles and production of products with high added value, greening of all processes, rational use of resources and activation of the development of alternative energy.
