RESOURCE PROVISION OF INNOVATIVE POTENTIAL OF THE AGRICULTURAL PRODUCTION
Abstract
Purpose. The aim of the article is to explore methodological approaches and evaluate resource providing of innovation potential of the agricultural production. Methodology of research. Theoretical and methodological basis of the study is a systematic approach to studying the problems of formation of innovative potential and evaluation of its resource component. The general and special methods for installation of innovative capacity, depending on the concentration of production and capital in agriculture, and to determine the factors influencing the results of the innovation potential realization are used during the study. Findings. The high dependence of the level of the innovative capacity from the concentration of production and capital in agriculture that led to significant variations in terms of efficiency of material and technical resources by producers is established. It is determined that the most significant factor that affects the results of the innovative potential realization is the level of investment support of agricultural production. It is revealed that the available resource, organizational and legal, infrastructural problems in agricultural production did not contribute to the building and implementation of its innovative potential. It is substantiated that the primary problem of changing the model of the innovation process organization requires solution, which would take into account requests of consumer innovations or backward linkages with customers of innovative product, but the process would ensure the continuity of the process stages: creation, distribution, implementation of innovations and getting the effect from their development. Originality. Innovative capacity as a set of interrelated means and capabilities of agro-industrial production industries and enterprises, allowing to implement innovate activity for modernization of the agricultural sector in the given economic conditions, is determined. The factors that indicate the activation of innovative processes in agriculture and the implementation of its innovative potential, including: increasing in fund recoil, energy supply, productivity of labor, material recoil, growth in production volumes and investment support of the innovation process, are substantiated. The necessity of ensuring the integrity and continuity of stages of the innovation process for the effective use of innovative potential is argued. Practical value. Theoretical and methodological provisions deepen the practice of institutional regulation of innovative development and provide the opportunity to enhance the innovation process in agricultural production.
