STATE SUPPORT OF PIG BREEDING IN UKRAINE: CURRENT STATE AND DEVELOPMENT PROSPECTS
Abstract
Purpose. The aim of the article is the development of theoretical principles and practical recommendations for the formation of an effective system of state support for pig producers. Methodology of research. The following general scientific methods are used during the study, as analysis and synthesis, induction and deduction. In particular, the mechanism of VAT refund in the form of state support for agricultural enterprises through the analysis and synthesis of the study; through methods of induction and deduction by prospects of development of pig industry in Ukraine. Findings. It is established that the mechanism which operated until 2010, ensured transparency in the return of VAT in the form of state support for agricultural enterprises and towards households a zero rate is used, which stimulated them to increase sales volumes. It is proved that the current procedure of government support in the form of VAT refund is complex and opaque. As a result, processors the enterprises are delegated the right of calculation and allocation of public resources, formed at the expense of value added tax, from the sale of products made from pork put in live weight by agricultural producers. The basic reasons for ineffectiveness state support, which included compensation of interest on loans to agricultural producers, which operated until 2012, are highlighted. It is determined that the mechanism of state support of agricultural commodity pig production requires the complex formation to enhance the production of pig production in all categories of agricultural producers. Originality. The mechanism of state support of agricultural commodity of pig production is substantiated, which involves the introduction of a zero VAT rate for all categories of agricultural producers and the introduction of direct budgetary grants for the implementation of heavy heavy pig private households. Practical value. The obtained results are of research; including the proposed use of the need to use of public support through the use of “zero rate” of VAT, promote the formation of an effective mechanism to stimulate the production of pig production in both agricultural enterprises and private households.
