INSTITUTIONAL DESIGNING OF INNOVATIVE DEVELOPMENT OF AGRO-INDUSTRIAL PRODUCTION
Abstract
Purpose. The aim of the article is to study the institutional design tools and substantiate the strategy of “intermediate institutions” to realize the potential of innovative development of agro-industrial production. Methodology of research. The theoretical and methodological basis of the research is an institutional approach to elements of institutional design of innovation development. System analysis is used to identify the evolutionary limitations of the Institute of Agronomy Innovations. Findings. It is established that the effectiveness of the innovation institute does not depend on the established imperatives of innovative development of the agrarian sphere or the use of world experience and not on the formation of innovation infrastructure or increase of state financing of fundamental research. Institutional effectiveness depends primarily on the timeliness and completeness of identifying and taking into account formal norms of social and economic conditions in which the institute functions and the level of adaptation of existing formal and informal constraints. It is substantiated that institutional design is implemented through the correction of existing routines, the introduction of new institutions and the introduction of new elements of the institutional environment or the transplantation of the economic institute. Originality. It is argued to use elements of institutional design for the implementation of modernization changes in agricultural production, which allows inclusion in the Institute of agro-innovation incentives or restrictions that ensure its effective functioning. It is proposed to implement the strategy of “intermediate institutions”, which allows ensuring the effective functioning of the institute of agronomy innovations by means of modifying the existing institute into an “intermediate” form and its subsequent changes taking into account institutional constraints of development. Such changes exclude the emergence of an institutional trap, minimize the risks of formation of the institution and are no alternatives in the face of a lack of financial resources. Practical value. Theoretical and methodological provisions deepen the practice of institutional regulation of innovation development and ensure the possibility of activating the innovation process in agro-industrial production.
