REGULATORY PROCESSES OF FORMING THE SYSTEM FOR ENSURING BUSINESS ECONOMIC SECURITY: CONCEPTUAL FOUNDATIONS
Abstract
The article substantiates the conceptual foundations of regulatory processes involved in the formation of the system for ensuring business economic security. The essence of these processes is revealed as ensuring a balanced interaction between state regulation, corporate governance, and market-based instruments of self-regulation, the cumulative effect of which creates an adaptive environment for business economic security. The author proposes an original approach to understanding the structural dimension of regulatory processes, within which three interrelated subsystems are distinguished: regulatory and legal, institutional and organizational, and economic and managerial. The regulatory and legal subsystem forms the legal framework for business functioning, defines the rules of competition, protection of property rights, tax regulation, investment and anti-corruption policy, while its stability and predictability serve as the basic condition for economic security. The institutional and organizational subsystem ensures the coordination of actions among state, sectoral, and corporate regulators, and creates the conditions for the development of monitoring, auditing, compliance, and crisis management institutions. The economic and managerial subsystem encompasses financial incentives, tax preferences, anti-crisis instruments, and state support programs aimed at enhancing the resilience of businesses to internal and external threats. It is proved that the conceptualization of regulatory processes as an integral multilevel system makes it possible to deepen the theoretical understanding of the mechanisms for forming the system of ensuring business economic security in Ukraine under current conditions. The practical value of the study lies in the possibility of using its results as a theoretical and methodological basis for further improvement of state regulatory policy, strengthening the institutional environment of business functioning, and developing effective mechanisms to enhance business resilience under conditions of growing uncertainty, wartime challenges, and the post-war transformation of the economy.
