INSTITUTIONAL SUPPORT FOR DECARBONIZATION POLICY IN UKRAINE: PROBLEMS AND REFORM PROSPECTS
Abstract
The article provides a comprehensive and systematic analysis of the institutional framework underpinning decarbonization policy in Ukraine in the context of escalating global climate challenges and the country’s ongoing European integration trajectory. The study argues that decarbonization constitutes a central vector of structural economic transformation, necessitating profound and coordinated changes across key sectors, including energy, industry, transport, and related domains. It is demonstrated that the effectiveness of climate policy implementation is critically contingent upon the quality of institutional arrangements, particularly the clarity of mandates, the coherence of intergovernmental coordination, and the efficiency of governance mechanisms. The paper examines the current configuration of public administration in the field of decarbonization in Ukraine and identifies the principal institutions responsible for the formulation and execution of climate policy. The analysis reveals a set of systemic deficiencies that undermine policy effectiveness, including institutional fragmentation, overlapping competencies, insufficient interagency coordination, and the lack of a centralized coordinating body. These institutional weaknesses are shown to significantly constrain the attainment of strategic climate objectives and hinder the overall policy coherence. The study also investigates the role of financial instruments in facilitating decarbonization, highlighting the importance of innovative mechanisms such as green bonds and ESG-oriented investments in mobilizing capital for environmentally sustainable projects. It is substantiated that the development of effective financial support systems is an essential prerequisite for advancing a low-carbon development pathway. Based on the findings, the article proposes a set of theoretically grounded and practically oriented recommendations aimed at strengthening the institutional support of decarbonization policy in Ukraine. The practical relevance of the research lies in its applicability to the design and implementation of national climate policy and to the process of aligning Ukrainian regulatory frameworks with European Union standards.
