SYSTEMIC ANALYSIS OF INNOVATION INFRASTRUCTURE DEVELOPMENT AS A FACTOR IN THE RESILIENCE OF REGIONAL INNOVATION ECOSYSTEMS OF UKRAINE
Abstract
The article provides a systematic analysis of the development of Ukraine’s regional innovation infrastructure within the context of enhancing the resilience of innovation ecosystems. The study examines the spatial transformation of innovation processes in Ukraine and identifies changes in the territorial configuration. A structural and functional model of the innovation process is developed, taking into account the life cycle of innovations and the specific infrastructure needs at each stage of the innovation cycle, including idea generation and R&D, technology transfer and verification, startup launch and incubation, and financing and scaling. Special attention is given to the analysis of spatial and functional imbalances in the development of innovation infrastructure in Ukraine's border regions. It is established that the predominance of research-oriented infrastructure, coupled with the insufficient development of commercialization-oriented facilities, limits the ability of regional ecosystems to translate research outputs into marketable products and disrupts the continuity of innovation trajectories. The study confirms that stage-specific disproportions in innovation infrastructure constrain the formation of an integrated and uninterrupted innovation cycle and reduce the overall resilience of regional innovation ecosystems under conditions of economic transformation and post-war recovery. The paper substantiates the feasibility of developing innovation infrastructure based on network integration and coordinated interaction among its key elements, as well as the necessity of prioritizing policy support for critical stages such as technology transfer, incubation, and scaling. The practical implementation of the proposed measures is expected to enhance regional adaptive capacity, improve commercialization performance, and ensure the long-term sustainability of regional economies. Overall, the study highlights the importance of structurally balanced innovation infrastructure as a key precondition for strengthening the resilience and competitiveness of regional innovation ecosystems.
