ECONOMIC AND LEGAL CHALLENGES OF REFORMING THE FORESTRY SECTOR OF UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION AND THE DEVELOPMENT OF ECOLOGICAL TOURISM
Abstract
The article examines the current economic and legal challenges of reforming the forestry sector of Ukraine in the context of war, climate change and the country's European integration course. It is substantiated that the forests of Ukraine are an important component of natural capital, perform ecological, social and economic functions, in particular, ensure the preservation of biodiversity, climate-regulating stability and form the prerequisites for the development of ecological tourism. At the same time, it is established that the current system of economic and legal regulation, the basis of which is the Forest Code of Ukraine, does not fully comply with the principles of sustainable development, ecosystem approach and climate-oriented management. Key problems of economic and legal support for the forest sector were analyzed, in particular, insufficient harmonization of national forest legislation with European Union (EU) law, fragmented regulation of biodiversity protection and ecosystem services, imperfection of mechanisms for controlling illegal logging, low level of digitalization of forest management, and limited public participation in decision-making. Attention is drawn to the economic and legal aspects of restoring forests damaged by hostilities, adapting forestry to climate change, preserving virgin and old-growth forests, and the problem of uneven forest cover in Ukraine. The need for a comprehensive update of Ukraine's forest legislation, taking into account EU standards, and the introduction of modern economic and legal instruments to stimulate sustainable forestry, develop ecological tourism, and ensure transparency in forest sector management is substantiated. Special attention is paid to the impact of Russia's full-scale war against Ukraine on the state of forest ecosystems, in particular the problems of restoring damaged forests, demining forest areas and forming effective economic and legal mechanisms for their restoration. The importance of developing ecological tourism as a component of sustainable forestry management and a tool for increasing the socio-economic stability of the regions of Ukraine is emphasized. It is concluded that the harmonization of national forest legislation with EU norms and standards is a prerequisite for the long-term preservation of forest ecosystems and the formation of a competitive model of sustainable development of the forestry sector in Ukraine.
