CIRCULAR ECONOMY IN THE SYSTEM OF STATE POLICY OF SUSTAINABLE DEVELOPMENT AS A FACTOR OF STRENGTHENING THE ECONOMIC SECURITY OF THE STATE

Abstract

The article explores the role of the circular economy in the system of state policy for sustainable development as a factor in strengthening the economic security of the state. The article substantiates that the circular economy should be institutionally integrated into the system of state policy for sustainable development as a “package of security instruments” through the channels: resource and energy independence, ompetitiveness and productivity, fiscal and financial sustainability, social stability and recovery. It is proven that circular approaches – eco-design, extension of product life cycles, reuse, repair, high-quality recycling, green public procurement demand and extended producer responsibility – form “security effects” by reducing import dependence on primary resources, reducing macroeconomic vulnerability to price shocks, increasing the resilience of critical raw material supply chains and stimulating innovation. Based on international statistical and analytical sources, it is shown that the pace of increasing circularity remains insufficient: in the EU in 2023, the share of secondary materials in total use was 11.8%, and global circularity has been decreasing in recent years. The need to integrate circular economy indicators and goals into the national system for monitoring economic sustainability and into the mechanisms for implementing the Strategy for Economic Security of Ukraine is substantiated. A structural table of compliance of circular policy instruments with economic security components is summarized. A number of policy recommendations for Ukraine, sensitive to the challenges of war and recovery, institutional capacity and policy measurability, are formulated: institutionally “sew” the circular economy into the economic security system through monitoring economic sustainability; accelerate the implementation of the “package” of instruments of the Law “On Waste Management”; launch circular public procurement as a stable “anchor demand” for secondary materials and repair/service; to form a “circular recovery loop” for construction and demolition waste (C&D) and demolition waste; to harmonize product-oriented policies (ecodesign/renovation) with Ukraine’s industrial and innovation policies; to fiscally shift incentives from landfill to recycling and waste prevention; to embed the circular economy into foreign economic and security policies through the prism of raw materials and strategic autonomy.
