SYSTEM ANALYSIS OF INTERNATIONAL AID EFFECTIVENESS IN THE CONTEXT OF DIGITAL TRANSFORMATION AND CHANGING POST-CRISIS GROWTH MODELS
Abstract
The article provides a systematic analysis of international aid effectiveness in the context of digital transformation and changing post-crisis growth models. The relevance of the study stems from the convergence of several powerful transformational processes: deep digital transformation across all spheres of economic activity, unprecedented large-scale crisis phenomena (pandemic, military conflicts, energy crisis), and fundamental changes in the architecture of international economic assistance. The aim of the article is to conduct a systematic analysis of international aid effectiveness in the context of digital transformation and changing post-crisis growth models in order to substantiate the theoretical and methodological foundations and practical recommendations for optimising the use of international resources in the recovery processes of national economies. The study employs methods of correlation and regression analysis, economic-mathematical modelling, comparative analysis, and systemic-structural analysis. The identified discrepancy between the potential of the ICT sector and the volume of resources allocated to its development indicates the inefficiency of the existing international aid distribution system. The proposed conceptual framework of systematic analysis integrates three key components: digital transformation, post-crisis growth models, and investment attraction mechanisms, which allows for a comprehensive examination of aid effectiveness taking into account the interrelationships between these components.The main conclusions of the study are that digitalisation serves as a key factor in enhancing the economy's absorption capacity for international aid. The effectiveness of aid utilisation is determined not so much by its volume as by the level of digital readiness of the recipient country and the sectoral priorities of resource allocation. The necessity of reconsidering approaches to international aid distribution with an emphasis on sectors with high absorption capacity and significant multiplier effect potential has been substantiated. Prospects for further research are related to the development of a system of indicators for monitoring aid utilisation effectiveness, quantitative assessment of multiplier effects, analysis of institutional barriers to the implementation of digital projects, and investigation of opportunities for using innovative financial instruments to enhance transparency in the use of funds.
