STRATEGIC GUIDELINES FOR MANAGING THE DEVELOPMENT OF SMALL AND MEDIUM-SIZED ENTERPRISES IN THE REGIONS OF UKRAINE
Abstract
The article examines the issues of managing the development of small and medium-sized enterprises (SMEs) in the regions of Ukraine under conditions of socio-economic transformation, increasing territorial differentiation, and heightened uncertainty caused by structural and institutional changes. SMEs are considered as a key driver of regional economic resilience, employment generation, and structural modernization, while regional disparities in entrepreneurial activity highlight the need for differentiated management approaches. The study substantiates the necessity of shifting from fragmented and predominantly short-term support measures toward a strategically oriented model of SME development management that integrates economic, institutional, and spatial dimensions of regional development. The theoretical and methodological foundations of SME development management at the regional level are systematized, emphasizing the relevance of institutional, systemic, strategic, cluster-based approaches and the concept of smart specialization. It is argued that effective regional SME policy should be embedded within the broader framework of regional development strategies and aligned with national priorities to ensure coherence and long-term impact. The analysis of current trends in SME development reveals persistent regional imbalances, limited innovation orientation, and insufficient coordination between policy instruments, which reduce the overall effectiveness of public support mechanisms. Based on the synthesis of theoretical insights and contemporary regional development challenges, the article substantiates strategic guidelines for managing SME development in Ukrainian regions. These guidelines focus on strengthening institutional capacity, improving access to financial resources, fostering innovation and clustering processes, developing human capital and entrepreneurial competencies, and integrating SMEs into regional strategic planning frameworks. The proposed directions for improving regional SME policy are aimed at enhancing competitiveness, stimulating investment activity, and supporting sustainable regional growth.
