SERVICE COOPERATIVES IN THE DEVELOPMENT OF RURAL INFRASTRUCTURE
Abstract
The article examines the role of service (servicing) cooperatives in restoring and modernizing rural infrastructure in Ukraine in the context of armed aggression and its consequences. Rural infrastructure development is recognized as a key prerequisite for enhancing community competitiveness, population quality of life, and integration into European economic processes. The relevance stems from the need for innovative reconstruction mechanisms, where entrepreneurs' and consumers' cooperatives facilitate resource self-organization for restoring energy, logistics, medical, and social infrastructure. Contemporary scholarly approaches by Ukrainian researchers (Holovashenko Yu.V., Honcharenko V.V., Malík M.I., Mamchur V.A., Mohilnyi O.M., Panteleimonenko A.O., Ryzhyk I.O., Sobchak H.M., Shpykul iak O.H., Yurii T.P., et al.) are analyzed, emphasizing the significant potential of service cooperatives in building agricultural infrastructure and proposing conceptual development frameworks. Methods employed include analysis and synthesis of works, systematic classification of cooperatives, comparative model analysis, and a structural-functional typological approach. Service (servicing) cooperatives are classified into agricultural (marketing), supply, credit-financial, energy, medical (including dental), service-infrastructure, and combined types. They enable service self-organization, cost reduction, improved access to essential rural services, renewable energy adoption, and employment stimulation. Service cooperatives are highlighted as drivers of comprehensive rural development through pooling population resources for postwar reconstruction. State support (licensing, grants), pilot medical (particularly dental) and energy service cooperatives, IT-cooperative integration, and efficiency monitoring are recommended. Experiences from European Union countries (notably Germany and Austria), the USA, and Canada confirm the effectiveness of these models for sustainable rural infrastructure development.
