ORGANIZATIONAL AND ECONOMIC MECHANISM OF POST-CRISIS RECOVERY OF THE REGIONAL ECONOMY: THE ORIGIN OF APPROACHES TO THE ESSENCE AND FORMULATION OF THE AUTHOR’S CONCEPT
Abstract
The article explores the genesis of approaches to the essence and formulation of the organizational and economic mechanism (OEM), provides a critical review and generalization of domestic and foreign experiences in defining the essence and features of OEM formation. The purpose of the article is to investigate the etymology of the concept of «organizational and economic mechanism», provide a critical review of existing approaches to the essence and features of OEM development, as well as to formulate the author's vision of the essence and features of the OEM for post-crisis recovery of the regional economy. The research methodology is based on a combination of systemic, historical-logical, and comparative approaches. The article demonstrates that OEM should be considered as a comprehensive tool of strategic management and regulatory influence, shaping the institutional environment and creating conditions for the sustainable development of economic entities. It has been established that the organizational and economic mechanism can be considered as an integrated system of interconnected elements that combines basic and specific components, a set of functions, methods, forms, and instruments of state influence. The authors have determined that, in a broad sense, this mechanism encompasses both state regulatory measures – financial, tax, investment, legal, and administrative and organizational management tools applied at the level of enterprises, regions, or specific sectors of the economy. Its work is aimed at aligning the interests of the state, business, and society, ensuring effective interaction among all participants in the economic process, and creating favorable conditions for sustainable development. The following author's definition of the concept 'organizational and economic mechanism of post-crisis recovery of the regional economy' is proposed: The organizational and economic mechanism for post-crisis recovery of the regional economy is a coherent system of interconnected economic, legal, and organizational tools, methods, functions, and forms of managerial influence, implemented at the national, regional, and local levels. It is substantiated that the OEM of post-crisis recovery of the regional economy in modern Ukraine has not only a restorative but also a distinctly transformational and innovative character, caused by several key factors: the depth and systemic nature of crisis challenges; the change in the paradigm of economic development; innovative managerial decisions; a new type of resource mobilization; adaptability and flexibility; the social dimension of recovery.
