INSTITUTIONAL DETERMINANTS OF SUSTAINABLE GROWTH OF THE AGRICULTURAL SECTOR THROUGH TARGETED BUDGETARY SUPPORT IN THE CONTEXT OF POST-WAR RECOVERY
Abstract
The article substantiates the institutional determinants of sustainable growth of Ukraine’s agricultural sector through the improvement of targeted budgetary support mechanisms in the context of post-war recovery. It is emphasized that the effectiveness of state financial policy depends primarily on the quality of the institutional architecture, the degree of transparency and accountability, and the level of coordination between government agencies, local communities, and agribusiness structures. The research highlights that the current system of agricultural budgetary programs in Ukraine remains institutionally fragmented, lacking strategic coherence and integration of financial and developmental components. This situation significantly reduces the multiplier effect of public resources and limits the transformative potential of fiscal instruments for agricultural modernization. A conceptual model of institutional reconfiguration of the system of targeted budgetary support is developed, based on the principles of subsidiarity, transparency, digitalization, ESG compliance, and performance orientation. The model proposes a multi-level interaction mechanism “state – community – agribusiness,” in which the state determines strategic priorities and legal frameworks, local authorities ensure territorial adaptation and control, and agribusiness implements innovative and investment projects. Such a configuration transforms budgetary support from an administrative redistribution tool into an institutional driver of long-term development and structural change. The study identifies a set of instruments for the post-war restart of the agricultural sector, including grant and guarantee programs, compensation funds, green bonds, and sustainable-type tax incentives. These tools form a diversified financial environment combining public, private, and international resources. The implementation of this institutional model will strengthen financial resilience, stimulate innovation, and enhance social inclusion in rural areas. The results demonstrate that the institutional modernization of budgetary support can become a decisive factor in rebuilding Ukraine’s agricultural sector, ensuring its transition from a recovery phase to sustainable and inclusive growth aligned with European principles of the Common Agricultural Policy (CAP) and the Green Deal.
