FINANCIAL SUPPORT TOOLS FOR INNOVATIVE EDUCATION IN THE SYSTEM OF PROFESSIONAL TRAINING OF COMPETITIVE SPECIALISTS

Abstract

The article provides a scientific substantiation and systematization of financial instruments for ensuring innovative education in the context of training competitive specialists. It is emphasized that the current state of financing educational innovations in Ukraine is characterized by complex dynamics driven by economic transformations and external challenges. Public funding remains the basic source of resources; however, its structure is gradually shifting toward targeted programs aimed at the digitalization of the educational process, modernization of infrastructure, and integration of innovative technologies. At the same time, the limited capacity of the state budget increases the importance of alternative sources, such as international donor assistance, grant mechanisms, private investment, and public-private partnership tools. It has been revealed that digital financial platforms, including crowdfunding and educational investment funds, are becoming increasingly relevant, as they ensure broader access to resources and foster a culture of public participation in financing education. The study systematizes both traditional and innovative financing mechanisms, including government programs, scholarships and grant initiatives, venture capital, and corporate social responsibility instruments. It has been proven that the effectiveness of their application depends not only on the volume of funding but also on the ability to integrate them into a coherent model focused on the efficiency of professional training. The assessment of financial tools indicates the relative stability of public sources, the high potential of grant and donor programs, as well as the prospects of partnership-based models that align educational processes more closely with labor market needs. Although digital tools currently remain underutilized, they demonstrate the capacity to support educational start-ups and stimulate the development of creative competencies. The research identifies several challenges and barriers limiting the effectiveness of financial support, including insufficient public funding, rigid budgetary regulations, low private sector involvement in educational innovation, uneven distribution of financial flows across regions and institutions, and conservative attitudes toward new financing mechanisms. The study substantiates the need to optimize state funding, stimulate private investment through tax incentives, and strengthen public-private partnerships. Expanding international cooperation and the use of digital financial platforms are also recognized as crucial directions for further development.
