ORGANIZATIONAL APPROACHES TO THE FORMATION OF THE COUNTRY'S FOOD SECURITY SYSTEM

Abstract

The problem of food security in the modern world is primarily related to the problem of hunger and malnutrition, protection of public interests, including ensuring and maintaining social and economic stability in the country, and satisfying the vital need for food. Given the unstable political situation in the international arena, food shortages can cause a crisis in the country, which in turn will affect the development of the economy and population. It is established that the main task of agriculture is to provide the entire population with high-quality domestic food products and increase exports of agricultural and food products, create the necessary conditions for increasing employment and income of the rural population, and sustainable development of rural areas. The industrial school of thought, the so-called Codex Alimentarius, offers a number of business models for operating in the agricultural market. Achieving the goals of sustainable development by the domestic agricultural sector in the context of military aggression and post-war revival of the country is impossible without effective innovation, as well as technological reform based on modern solutions for business management of the agribusiness model. Quality and safety issues are covered in a number of legal acts regulating the circulation of food products, as when their poor quality limits the physical and economic accessibility of the population and, accordingly, the functioning of the food security system is at risk. Food quality control has recently received considerable attention due to the increasing number of low-quality, falsified and hazardous products on the market. Strict compliance with all laws and regulations remains an essential condition for ensuring food quality. One of the most important socio-economic priorities for ensuring food security is to create conditions for economic access to food for all social groups and to overcome food poverty. Modernization of the food aid institution includes a number of areas: increasing corporate social responsibility of business in overcoming food poverty by improving tax institutions and encouraging charity through business participation in the implementation of food aid programmes; development and implementation of special state and regional programmes that reflect the amount of targeted food aid and a differentiated approach taking into account the consumption patterns of the most vulnerable groups of the population (children, pensioners, etc.).
