Анотація

Стаття досліджує механізми публічно-приватного партнерства як стратегічного інструменту залучення приватних інвестицій для масштабної відбудови України в умовах війни та повоєнного періоду. Основну увагу зосереджено на порівняльному аналізі української та німецької моделі Öffentlich-Private Partnerschaft. Акцентовано на специфіці німецького досвіду реалізації ППП-проєктів, що вирізняється високим ступенем децентралізації і оцінці на основі критерію «співвідношення ціни та якості» (Value for Money) і використанням державного компаратора (Public Sector Comparator). Детально розкрито фундаментальні розбіжності між вітчизняною та німецькою практиками. Досліджено як переваги німецької моделі, так і її потенційні недоліки. За результатами дослідження запропоновано перехід до концепції «People-first PPP» для підвищення соціальної цінності відновлення та формування стійкої національної моделі ППП, здатної забезпечити ефективну модернізацію критичної інфраструктури відповідно до стандартів ЄС.
