Анотація

Досліджено теоретичні та прикладні засади воєнно-економічної політики в умовах гібридних загроз. Узагальнено класичні й сучасні концепції міжнародних конфліктів, що пояснюють міждержавні протистояння через зміну балансу сил, диспаритет могутності та зовнішні шоки. Обґрунтовано перехід від ресурсно-виробничого до комплексного алгоритмічного підходу, що інтегрує стратегічне планування, оцінку загроз, формування оборонних вимог, ресурсне забезпечення, бюджетну та промислову політику, нормативне закріплення рішень. Запропоновано структурований алгоритм формування політики, що забезпечує стратегічну адаптивність, стійкість економіки та розвиток оборонно-промислового комплексу. Наукова новизна полягає у формуванні цілісної алгоритмічної моделі прийняття управлінських рішень у сфері воєнно-економічної політики в умовах гібридного протистояння.
