Peer-review process

An article is accepted for consideration only if it meets the requirements for original articles (materials) published on the journal's website in the section «Publication condition».

All materials must be open access. The presence of a restrictive stamp serves as a basis for rejecting the material from open publication.

One carefully proofread text of the article by the author (co-authors) should be sent to the editorial office by e-mail.

The editor-in-chief sends the article for review to the member of the editorial board who supervises the relevant area. In the absence of a member of the Editorial Board or receipt of an article from a member of the Editorial Board, the editor-in-chief sends the article for review to external reviewers.

Each scientific article must be reviewed by a specialist of the relevant scientific profile (Doctor of Science, Professor). In addition, the recommendation of the department must be submitted in case of publication of articles by postgraduate students, applicants for the degree of Candidate of Economic Sciences.

When reviewing articles, it is necessary to pay attention to the relevance of the scientific problem addressed by the author. The review should unambiguously characterize the theoretical or applied significance of the study, correlate the author's conclusions with existing scientific concepts. A necessary element of the review should be the reviewer's assessment of the author's personal contribution to the solution of the problem. It is advisable to note in the review the conformity of the style, logic and accessibility of the presentation of the scientific nature of the material, as well as to obtain a conclusion on the reliability and validity of the conclusions.

If there are sufficient grounds, articles may be sent for additional or anonymous review.

The presence of a significant share of critical remarks by a reviewer with an overall positive recommendation allows the material to be classified as polemical and published as part of a scientific discussion.

After receiving the reviews, the final decision is made based on the review evaluation to publish or not to publish the articles. The decision is communicated to the author(s) via e-mail.

External reviewers may be engaged in the following cases: when there is no editorial board member in charge of a particular area; an editorial board member is unable to prepare a review; the editorial board does not agree with the opinion expressed in the review by an editorial board member; an article is received from an editorial board member. At a regular meeting of the editorial board, a decision is made to request a review from a scientist who has published scientific papers on the issues stated in the article. On behalf of the Editorial Board, a letter is sent to such a scientist with a request for review. The article is attached to the letter.
