Publication ethics

PREAMBLE

The journal "Sustainable Development of Economy" adheres to the standards of editorial ethics in accordance with the international ethical rules of scientific publications and makes efforts to prevent its violation. It not only supports scientific communications and invests in this process, but also is responsible for compliance with all modern recommendations in the published information. The journal "Sustainable Development of Economy" adheres to the norms and rules of ethical behavior of all parties involved in the publication, namely: authors, editors-in-chief, journal editors, reviewers, publisher and scientific community. By publishing materials, the journal makes a contribution to the development of the relevant field of scientific knowledge. It uses the following guidelines and requirements for the submission of primary research, as well as for reviews and other professional publications. The journal "Sustainable Development of Economy" is committed to strict supervision of published scientific materials. It reserves the right to reject the publication of an article in case of violation of the following rules.

TO THE EDITORS

Decision on publication.
The editor-in-chief of the journal "Sustainable Development of Economy" is responsible for making a decision on publication based on the reliability of the work under consideration and its scientific significance. In doing so, he is guided by the Editorial Policy of the journal, taking into account current legal requirements regarding libel, copyright, legality and plagiarism. The editor-in-chief may consult with other editors and reviewers when making a decision on publication.

Non-discrimination and confidentiality.
When assessing the intellectual content of manuscripts by the editor, any form of discriminatory approach is unacceptable and inadmissible. The journal "Sustainable Development of Economy" uses exclusively the procedure of double-blind peer review. The editor-in-chief, editors and editorial board do not disclose information about the accepted manuscript to other persons unless necessary, except for authors, reviewers, potential reviewers, scientific consultants and the publisher.

Disclosure policy, non-abuse of official position and conflicts of interest.
Unpublished data obtained from submitted manuscripts are not used in personal research without the written consent of the author. Information or ideas obtained during the review process and related to possible benefits are kept confidential and not used for personal gain. In case of conflicts of interest of different parties related to the manuscript, the editor is obliged to refuse to consider the manuscript. In such a situation, the editor cooperates with other members of the editorial board to make a joint decision. The editor who has provided convincing evidence that the statements or conclusions presented in the publication are false or may cause moral harm to a third party shall notify the publisher and the author of this fact in order to notify them as soon as possible of the changes, withdrawal of the publication, or other appropriate actions.

Cooperation with COPE.
In case of ethical complaints regarding the reviewed manuscripts or published materials in the journal, the editor, together with the publisher, takes appropriate measures in response, guided by the Guidelines for Retracting Articles of the Committee on Publication Ethics (COPE). Such measures include interacting with the authors of the manuscript and arguing the relevant complaint or claim, and also involve interaction with relevant organizations and research centers within the framework of cooperation on research integrity (COPE program and recommendations). The editorial board is responsible for Publication Ethics and publication negligence based on the COPE Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers to ensure high quality publication.

TO THE REVIEWERS

Cooperation.
The journal "Sustainable Development of Economy" shares the view that scientists who want to contribute to the publication perform significant work on reviewing manuscripts. At the same time, it is taken into account that such work is performed on a voluntary basis. A reviewer who has accepted a manuscript for review is obliged to comply with the agreed review deadlines. If the reviewer realizes that he/she is not qualified to review the manuscript or does not have enough time to complete the work in a timely manner, he/she should inform the editor and ask to be excluded from reviewing the manuscript. A reviewer should not participate in the review of the manuscript in the case of a conflict of interest due to competitive, joint and other interactions and relationships with any of the authors or organizations related to the submitted work.

Objectivity.
A reviewer is obliged to give an objective assessment. Personal criticism of the author is unacceptable. Reviewers should express their opinions clearly and reasonably.

Review of the manuscript.
Reviewers determine the significance of the published work, relevance to the topic and evaluate the bibliography of the manuscript. Any statement, observation, conclusion, or argument published earlier should be accompanied by an appropriate bibliographic reference in the manuscript. The reviewer draws the attention of the editor-in-chief and the managing editor to the identification of significant similarities or coincidences between the manuscript under consideration and any other previously published work that is within the reviewer's scientific competence and expresses his/her opinion on the acceptance of the manuscript for publication in terms of ethical standards and rules.

TO THE AUTHORS

Requirements for manuscripts and guarantees.
Authors should provide reliable results of the work performed on the original research and an objective discussion of its significance. The data underlying the work must be presented accurately. The work should contain sufficient details or citations for possible reproduction. False or deliberately misleading statements are perceived as unethical behavior and are unacceptable. This can be a reason for rejecting a manuscript or refuting a published article. Reviews and scientific articles must also be accurate and objective. The author should not publish a manuscript on the same research in more than one journal as an original publication. Submitting the same manuscript to more than one journal at the same time is perceived as unethical behavior and is considered unacceptable. The author should not submit a previously published article to another journal for consideration. The authors guarantee that they have submitted a completely original work. In case of using the works or statements of other authors, appropriate bibliographic references should be provided. Authors may be requested to provide additional data relevant to the manuscript. The authors should be prepared to provide open access to this kind of information (according to the ALPSP-STM Statement on Data and Databases), if possible, and, in any case, should be prepared to store this data for the required period of time after publication. Plagiarism in any form – from presenting someone else's work as one's own to copying or paraphrasing essential parts of other authors' work (without attribution) to claiming one's own rights to the results of someone else's research – is unethical and unacceptable. The journal "Sustainable Development of Economy" reserves the right not to respond to accusations of plagiarism if the accuser provides false personal information (for example, introduces himself/herself with a fictitious name), or acts in an unethical or threatening manner. The editorial staff is not obliged to discuss cases of alleged plagiarism with persons who are not directly involved. The authors confirm that their publication does not infringe any existing copyright and guarantee the publisher compensation for damages in case of such violations. For the convenience of distribution and to ensure the implementation of the policy of use of materials, the authors transfer to the publisher the exclusive right of ownership of the manuscript, unless otherwise provided.

Permission for the use of the material.
Prior to submitting the article to the editorial board for review, the authors must obtain permission to use any material created by others. Violation of this condition will cause certain difficulties in publication due to the need for the authors to prove their rights to the material being published. Authors provide or should be prepared to provide written permission to use such material at the request of the editorial board or publisher. The article cannot be published without the authors obtaining the following rights to use the borrowed material – the non-exclusive right to reproduce it in the article; - the right to use printed and electronic versions of the materials; - the unlimited right to use the materials (meaning that there are no time limits on the reuse of the material, for example, an annual license). It is allowed to reproduce tables, figures or fragments of text (more than 400 words) from other sources if the authors: - have received written permission for use in print and electronic form from all persons who own the rights to texts, illustrations, graphs or other materials that the authors used in their manuscripts, as well as for any minor adaptation of materials created by others; - in case of significant changes in the material created by other persons and used in the manuscript, inform the copyright holder of the material; - obtain written permission to use the material; - indicate the source of data in the description of the figures and duplicate it in the bibliography; - when using any material that is freely available on the Internet, preliminarily clarify the information about the copyright holder and obtain permission to borrow (reprint) it. In accordance with the editorial policy of the journal "Sustainable Development of Economy", the following are unacceptable: - literal copying of 10 percent or more of the work of another person without indicating its authorship, citing the source and using quotation marks; - incorrect paraphrasing of the material of another person, in which more than one sentence within one paragraph or section of the text was changed, or the sentences were arranged in a different order without an appropriate reference to the source. Substantial incorrect paraphrasing (more than 10 percent of the original work) without citing the source is equivalent to verbatim copying; - use of elements of another person's material without attribution, such as a figure, table or paragraph without acknowledgment, citation or use of quotation marks. Authors must obtain permission from the copyright holder to use elements of their material.

Autocitation (self-citation).
Authors should indicate that their work is being published for the first time. If elements of the manuscript have been previously published in another article, including in the journal "Sustainable Development of Economy", the authors are obliged to refer to the earlier work and indicate the significant difference between the new work and the previous one. They are also obliged to identify its connection with the research results and conclusions presented in the previous work. Literal copying of one's own work and its paraphrasing are not allowed; it can only be used as a basis for new conclusions. Important: In accordance with the international ethics of scientific publications, the journal "Sustainable Development of Economy" recommends that authors adhere to the degree of self-citation within 0-10%. The editorial board recommends indicating in the list of references the materials that the authors have prepared earlier, including conference materials, seminar presentations, etc.

Sources, authorship, and conflicts of interest.
Authors should refer to publications relevant to the work presented. Data obtained privately (conversation, correspondence, or discussion with third parties) should not be used or presented without the explicit written permission of the original source. Information from confidential sources should not be used without the explicit written permission of the authors of the work involved in such sources. Only persons who have made a significant contribution to the conception of the work, development, execution or interpretation of the presented research can act as authors of the publication. All those who have made significant contributions should be identified as co-authors. The author guarantees that all participants who have made a significant contribution to the study are presented as co-authors and that those who did not participate in the study are not presented as co-authors, that all co-authors have seen and approved the final version of the work and agreed to its submission for publication. Individuals who made a minor contribution to the study are mentioned in the Acknowledgments section.

Fixing mistakes.
If the author discovers significant mistakes or inaccuracies in the publication, he or she must immediately notify the journal editor or publisher in written form and take appropriate measures to correct the mistakes or remove the publication. If the editor or publisher has received information from a third party that the publication contains significant mistakes, the author is obliged to remove the work or correct the mistakes as soon as possible.

Responsibilities of the publisher.
The journal "Sustainable Development of Economy" adheres to the principles and procedures that facilitate the fulfillment of ethical duties by editors-in-chief, editors, reviewers and authors of journals in accordance with the established requirements. The journal "Sustainable Development of Economy" provides support to editors-in-chief, editors of journals in considering claims to ethical aspects of published materials and helps to interact with other journals and/or publishers if it contributes to the performance of duties by editors-in-chief and editors. The journal "Sustainable Development of Economy" promotes good practice in publishing research results, improving ethical guidelines, procedures for removing incorrect material and correcting mistakes. The journal "Sustainable Development of Economy" provides appropriate specialized legal support (opinion or consulting) if necessary.
