APPROACH TO THE DETERMINATION OF OVERT AND LATENT RELATIONSHIPS BETWEEN FINANCIAL DETERMINANTS AND PUBLIC HEALTH FACTORS IN THE CONTEXT OF THEIR IMPACT ON THE NATIONAL SECURITY OF THE STATE
Abstract
The article is devoted to the topical issues of determining explicit and latent determinants of ensuring the national security of the state, which is an important vector of post-pandemic recovery. In the paper it is developed a scientific and methodological approach, which involves the sequential implementation of several stages, namely: 1) formation of the input array of statistical data; 2) determination of the impact of changes in the volume of current and capital healthcare expenditures on the integral indicator of the state's national security; 3) determination of the influence of parameters of the development of the public health system on indicators of financial support of the health care system; 4) qualitative interpretation of modelling results to identify explicit and latent drivers and inhibitors of ensuring national security of the state. Research was realized based on data for 34 European countries. Period of observations – 2000–2021. According to the modelling results it was found that the growth of the current healthcare expenditures in GDP is an explicit driver of ensuring the national security of the state, while the growth of the number of medical personnel, the increase in life expectancy and immunization against measles are latent drivers. Instead, the growth of the death rate from any causes, the growth of the number of beds and the volume of fertilizer consumption are latent inhibitors of the national security of the state. In turn, in the long term, the growth of capital healthcare expenditures in GDP is an explicit inhibitor of the national security of the state, and therefore, in order to optimally use financial resources, it might be ensured the development of infrastructure and capacities for improving the state of mental health, obstetrics and gynaecology, treatment and prevention of tuberculosis and measles. It is the intensification of efforts to overcome these problematic aspects that are the latent channels of ensuring the national security of the state. The obtained results can be used as a basis for the formation of a post-pandemic and post-war recovery strategy.
