RESEARCH OF REGULATORY POLICY IN THE FIELD OF DEVELOPMENT OF SMALL ENTREPRENEURSHIP
Abstract
Purpose. The aim of the article is investigation of regulatory policy in the field of small entrepreneurship development. Methodology of research. General scientific and special methods are used in the course of the research: statistical analysis – to study the approaches to planning and implementation of regulatory policy, defining the non-compliance of qualitative and structural characteristics of the analysis of normative legal acts in different regions of the country; empirical synthesis and synthesis – to analyze the weaknesses of the compliance of domestic regulatory authorities with the requirements of the methodology for the analysis of the regulatory impact of normative and regulatory acts. Findings. The key weaknesses of the regulatory policy of small business development in Ukraine are identified: its imbalance, lack of common approaches at different levels of management in planning and implementation; insufficiency of one hundred percent approval of all regulatory acts; the lack of orientation of solutions to key issues, the formation of target benchmarks, the vision of alternatives and scenarios for the development of the situation; absence of calculations of expenses of the state and economic entities as a result of changing regulatory norms; low activity with application and use of the results of M-testing; the uneven distribution of a qualitative component of resource provision and the potential of regulatory policy. The expediency of conducting the M-test of regulatory acts, which are accepted in the state, concerning the small business sector is substantiated. Originality. For the first time, approaches are being systematized at different levels of management to the planning and implementation of regulatory policy; the consequences of the inconsistency of planned regulatory acts with the number of those prepared at the end of the year are established. Practical value. Removing the identified weaknesses in domestic regulatory policy will reduce structural imbalances and distortions in the functioning and development of the small business sector, as well as improve the range of objective and subjective aspects of external and internal institutional, legal and organizational and economic character.
