INSTITUTES OF CIVIL SOCIETY AS A SUBJECT OF A HUMAN DEVELOPMENT MANAGEMENT IN UKRAINE
Abstract
Purpose is the researching of issue role and value of civil society institutes in Ukraine as non-governmental organizations forming of dominating principles of foreign and internal policy of territories, their socio-economic development, preservation of public stability and increasing of stability against modern challenges and threats. Methodology of research. Scientific and special methods of scientific cognition are used, namely, walkthrough and generalization of scientific experience modern theoretical researches (determination directions of institutional structure of non-governmental organizations); analysis and synthesis (researching of theoretical aspects of the influence of civil society mechanisms on forming of public policy); classification-analytical (theoretical generalizations of conclusions and practical recommendations) statistical analysis (generalization of tendencies, terms and features of forming institutes of civil society). Findings. The investigation constituents of civil society of Ukraine as management subjects were undertaken by human development on the basis of quantitative and quality indexes. In the first group is included the amount of associations of citizens and their distribution on directions and types of activity, sizes and the origins of financing sources, volumes, directions and results of the using the monetary resources. Qualitative indexes consist of estimation data, institutional and public mechanisms of providing activity, complexity of forming priorities in determination aims and instruments of their achievement. The analysis of the state of civil society in Ukraine with estimations of international experts of USAID CSOSI and Freedom House allows estimating it as not fully democratic and which has the potential to the improvement. Experience in using social and economic advantages of public sector of the developed countries is used fragmentary, not system, without atically taking info consideration national, cultural and religious features of communities and social groups. Originality. Research of development indexes, modern state of civil society structures and priorities of their perfection to offer the model of acceleration of human development in Ukraine with the using the advantages of the civil society. Practical value of research consists of possibility of using its results in the reformative process of non- governmental organizations, where it is expedient to concentrate their attention on the solving the tasks and on the achievements of the proper level and quality of life.
