PLACE OF WORKING STAFF IN THE STRUCTURE OF HUMAN RESOURCES
Abstract
Purpose. The aim of the article is the investigation of the role of the working staff in the structure of human resources in the current conditions and identifying factors of shortage of working staff. Methodology of research. The following methods and methodological approaches were used during the study: monographic method and the method of theoretical analysis – in substantiating the essence of the concept “working staff” and determining their role in the structure of human resources of the enterprise; historical and analytical method – in the study of the stages of formation, functioning and development of different systems of education and training of working staff in Ukraine; economic and analytical method – in determining factors of shortage of working staff; method of strategic analysis – in necessity of popularizing working professions and restoring the effective system of professional training of workers. Findings. The theoretical and methodological approaches to the concept of working staff and their role in the structure of the human resources of the enterprise are reflected in the article. It has been established that the high level of qualification of working staff promotes to the increasing productivity and labor efficiency, provides mobility and competitiveness of an employee on the labor market. It has been singled out the stages of formation, functioning and development of different systems of education and training of the working staff in Ukraine during different periods. Factors of working staff shortage have been characterized. It has been proved the necessity of popularizing working professions and restoring the effective system of professional training of workers and developing effective management strategies at the level of individual enterprises and organizations. Originality. Practical value. The obtained results of the study promote to the increasing of the role of the working staff in the structure of human resources in modern conditions by reducing the level of shortage of highly qualified working staff.
